Harley Hartley has more than 30 years of experience in federal contracting, including three years as Chief, Procurement Division for the Department of Defense Dependents Schools (DoDDS) Europe and eleven years as Chief, Contracting Division for the Jacksonville District of the U.S. Army Corps of Engineers.
During his tenure with the Corps, Mr. Hartley was responsible for developing and implementing procedures for soliciting and evaluating offers for major construction projects including dredging, architect-engineer services, other commercial and non-commercial services (O&M, repairs, transportation, IT), and commercial and noncommercial supplies and equipment. He also served as a source selection authority and contracting officer for numerous major contracts.
