Joseph Hackenbracht is a partner in the law firm of Cohen Seglias Pallas Greenhall & Furman PC and is a member of the Federal Contracting Group. He has practiced in the field of government procurement law for over 25 years. Prior to practicing law, he spent more than twelve years as an engineer in the design and construction of a wide variety of projects. He is also a Professional Engineer who served as a civil engineer with the Corps of Engineers and he has considerable experience on all phases of military and civil works construction.
Mr. Hackenbracht has also been heavily involved in assisting contractors in the preparation of proposals on major construction solicitations, including Multiple Award Task Order Solicitations (MATOC). His understanding of the inter-relationships between the technical specifications, the evaluation factors, and the contents of a winning proposal makes him particularly well-suited to critique unsuccessful proposals.
