Michael Payne is a nationally recognized federal construction attorney, with over 30 years of experience in the field of government contracting. He is the former Chief Trial Attorney for the North Atlantic Division of the Corps of Engineers. Mr. Payne is a partner in the law firm of Cohen Seglias Pallas Greenhall & Furman PC and serves as Chairman of the firm's Federal Practice Group. As the Executive Director of FedCon Consulting, he has assembled a team of former government engineers, construction managers, and contracting officers to assist contractors in the preparation of proposals on negotiated procurements.
Mr. Payne also developed the "Federal Construction Contracting Blog," the only blog devoted exclusively to federal construction contracting. The blog is widely read by members of the construction industry for its insight and commentary on topics of interest to federal construction contractors. Mr. Payne regularly lectures throughout the country on the subject of effective proposal preparation, and is involved in providing ongoing assistance in the preparation of proposals.
