Solicitation Review

This phase involves a detailed review of the solicitation and the preparation of a proposal matrix identifying the essential requirements of the project that must be met to assure compliance with the terms of the solicitation. Particular emphasis is placed upon a review and interpretation of the evaluation factors stated in the solicitation. This phase also includes a preparatory meeting in your offices and any necessary follow-up.

On-Going Advice and Consultation

We provide on-site consultation, review and drafting of proposal language on an as-needed basis through the involvement of our consultants most capable of addressing the particular question or issue. Our people work with you side-by-side, and are available by telephone and e-mail as required. Obviously, we will rely on you to draft the technical proposal, the cost estimate, the schedule, the selection of subcontractors and suppliers, and the selection of project personnel. If we believe that any of these elements of the proposal require revision, then we will work with you to make the necessary changes. Because we understand that proposal preparation is a time-sensitive and stressful process, we maintain a staff of qualified people committed to working within your needs and demands.

Final Proposal Review

This phase involves a "red-line" review of the final draft to assure clarity and compliance with the terms of the solicitation. Since the source selection will be conducted using the procedures specified in FAR, Part 15, the review will focus on the balancing of various elements of the proposal to maximize the technical evaluation. Emphasis will be on assuring that the proposal is presented in a professional manner, that it qualifies for inclusion in the competitive range, and that it convincingly offers to provide the agency what it is looking for in selecting the "best value" contractor. Although the agency typically reserves the right to make an award based on the initial proposals and without discussions, assistance will be provided in the event that requests for clarification are issued, or if formal negotiations ("discussions") are opened. We will provide advice about the relative importance, or underlying significance, of the questions posed by the agency and we will assist you in the preparation of appropriate responses.

Post-Award Consultation

Should your proposal not be selected, we are available to assist in the preparation, including possible direct participation, for a post-award debriefing to assess whether the source selection was proper. If requested, we will also provide a "lessons learned" analysis to improve future proposals.
