Paul Perkins has worked in various capacities with the U.S. Army Corps of Engineers for more than twenty-five years in both military and civilian positions. He commanded two separate 120- person companies that performed bridge construction, supervised all training and construction for an 800- person engineer battalion, and supervised the construction of a super tanker petroleum ship-to shore off loading facility. As a civil service employee, Mr. Perkins worked in various supervisory positions within the Mobile District of the Corps, the Republic of Panama and the Republic of Germany. The first ten years of his tenure with the Corps was devoted to the construction of the approximately $2 million Tennessee-Tombigbee Waterway. Mr. Perkins was initially involved in supervising the construction effort. However, over a period of time, his duties became much more specialized and involved the design, issuance, negotiation and finalization of construction change orders, finalizing Contract Dispute Act (CDA) claims, and negotiating and preparing monthly payments to the construction contractors. Mr. Perkins was Deputy Area Engineer, Resident Engineer, Chief of the Contract Administration Branch, and Chief of the Project Management Branch, and he served as a Contracting Officer. He has considerable experience in the preparation of proposals on federal procurements and understands how the government works from the inside.
